Each year, the County’s Housing and Community Development Services (HCDS) receives approximately $14 million in federal entitlement funding from the U.S. Department of Housing and Urban Development. Through a grant process, funding is allocated to eligible projects that work to improve the lives of San Diego residents and under-resourced communities throughout the region.

Community input is vital in determining how funding is directed and for the development of the 2024-2025 Annual Plan Strategy (Strategy) and the official 2024-2025 Annual Plan.

Funding can be used for community infrastructure, affordable housing, homelessness services and shelters, and public services within eligible areas served per program requirements. Previous projects include the construction of new sidewalks and accessible ramps, the development of neighborhood parks, and supportive services such as food assistance.

Currently, HCDS is receiving feedback on the 2024-25 Draft Annual Plan during the 30-day public comment period from February 9, 2024, through March 12, 2024.

The Board will also consider the proposed use of an estimated $2,000,000 in FY 2024-25 CDBG, HOME, and HOPWA Program revenues and the reallocation of an estimated $14,400,000 in previous years’ HOME, ESG, CDBG and HOPWA entitlements. (These figures are based on prior year funding levels.)

The Board of Supervisors will hold a public hearing at 9:00 a.m. on October 24, 2023, in Room 310 at the County Administration Center, 1600 Pacific Highway, San Diego, CA, regarding the Fiscal Year (FY) 2024-25 Annual Plan Strategy. The County of San Diego develops an Annual Plan each year to identify specific projects to be funded during the upcoming fiscal year, through the four federal entitlement programs administered by the Health and Human Services Agency, Housing and Community Development Services: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA) and Emergency Solutions Grant (ESG). Prior to the development of the Annual Plan, the County outlines an Annual Plan Strategy which identifies funding priorities and processes for the upcoming year. The Annual Plan Strategy (11-page PDF) will help guide the development of the Annual Plan. The public is invited to attend the public hearing to comment on the Annual Plan Strategy, and to obtain the views of citizens on housing and community development needs prior to the preparation of the FY 2024-25 Annual Plan. The public may also provide comments in writing during the comment period ending October 24, 2023. Written comments should be addressed to Housing and Community Development Services, Community Development Division, 3989 Ruffin Road, San Diego, CA 92123, 858-694-8756, or by email to Community.Development@sdcounty.ca.gov.
